Over a 24-year career with the FBI, Voss served as the bureau’s lead international kidnapping negotiator and as its hostage negotiation representative on the National Security Council’s Hostage Working Group. He was the lead crisis negotiator for the FBI’s New York City division and spent 14 years on the NYC Joint Terrorism Task Force, working high-profile cases including the Blind Sheikh prosecution and the TWA Flight 800 investigation. He also negotiated the surrender of the Chase Manhattan bank robber, the first hostage-taker in U.S. history to give up voluntarily.
After retiring from the FBI, Voss founded The Black Swan Group, a consulting firm that advises Fortune 500 companies through their most complex negotiations. His expertise was forged through training with the FBI, Scotland Yard, and Harvard Law School, and he later earned a master’s in public administration from Harvard.
